*THE MATSUMAE INTERNATIONAL FOUNDATION 2011 Fellowship Program*

The Matsumae International Foundation (MIF)<http://www.mars.dti.ne.jp/~mif/> is
a nongovernmental organization. Its Fund is solely based on donations from
many Japanese people who have responded with goodwill to Dr. Shigeyoshi
Matsumae’s call. While many donations have been kindly offered by
enterprises and groups, most of the donors are individuals who are
sympathetic with the Founder’s ideals, and maintain contributions to the
Fund from their limited incomes. Successful applicants are urged to
seriously consider and understand the goodwill of those persons, and ensure
that the provided fellowships are utilized effectively.

ELIGIBILITY REQUIREMENTS

Applicants of non-Japanese nationality who meet all of the following
eligibility requirements are invited to submit the required application
documents.

1. Applicants must hold a Ph.D. (Doctorate) degree, or be recognized by the
Matsumae International Foundation as possessing equivalent academic
qualifications.

2. Applicants must be below 40-years old level at the time of application.

3. Applicants must have sufficient conversational ability in English or
Japanese to prevent insurmountable difficulties during their research
activities in Japan.

4. Applicants should not have been in Japan in the past and/or in the
present.

5. Applicants should have firm positions and professions in their home
countries, and should return to their countries on completion of their
fellowship stay by the Foundation.

6. Applicants who have previously been invited by the Foundation are not
eligible for this fellowship program.

7. Applicants must be of sound health and not physically handicapped in any
way which would not prevent from carrying out research in Japan.

FIELDS OF STUDY: Fields of study such as natural science, engineering and
medicine are given first priority.

PERIOD and NUMBER OF FELLOWSHIPS: At the time of application, please
indicate the length of your stay (between 3 to 6 months) from April 2011 to
March 2012. The Foundation prefers long stays (such as six months) to
shorter (such as three months). The number of fellowships given is about 20.

HOST INSTITUTION IN JAPAN: Applicants are free to select host institutions
(university research laboratories, national research institutions or the
corresponding facilities of private industry) in which to carry out their
research. However, applicants are cautioned that they are obliged to obtain
acceptance from such host institutions prior to submitting their
applications. The Foundation cannot give counsel or advice to an applicant
concerning his/her host institution in Japan.

ERRC SEEKS RESEARCHER

Position Title: Researcher
Reports to: Coordinator of Research and Advocacy

Purpose of the position: The Researcher is responsible for the
development and implementation of research and advocacy work in
relation to ERRC strategic priorities, by providing human rights
research knowledge and know-how, strong analysis and effective
communication skills.

Areas of Responsibility: Split focus (50/50% of time) – women’s rights
across Europe and general human rights focus in several countries to
be determined,
In consultation with the Coordinator of Research and Advocacy, and in
accordance with the thematic and country focus of this position:

   1.  Organise and participate in desk and field research on human
rights developments pertaining to Roma, consisting of fact-finding and
analysis, including in rapid response to emergencies;
   2. Provide timely, accurate and impartial assessment of the human
rights situation of Roma;
   3. Develop and maintain effective relations with colleagues and
external contacts and partners including Romani representatives, other
human rights activists and civil society representatives, researchers,
governmental and inter-governmental representatives, service providers
and lawyers;
   4. Write reports, advocacy submissions, letters of concern and
other materials for internal use and publication and provide input
into materials produced by colleagues;
   5. Effectively store and share information and research works
within the programmes and legal departments;
   6. Stay abreast of international and domestic advocacy
opportunities and provide input on which meetings and opportunities
the ERRC should seize;
   7.  Represent the ERRC externally with civil society organisations,
governmental and inter-governmental bodies, social, political and
other actors, and communicate ERRC positions;
   8. Establish individual work plans and monitor progress;
   9. Undertake necessary administrative tasks for own work;
  10. Contribute to the Roma Rights journal and other ERRC
communications tools, as appropriate;
  11. Help implement ERRC training programmes, as necessary;
  12. Collaborate with ERRC interns and contribute to their learning
and development; and
  13. Other tasks as requested.

Required experience and skills:

    * University degree in human rights, gender studies, social
sciences or a related field;
    * At least two years experience conducting desk and field research
on human rights, women’s rights or related issues;
    * Experience writing research and advocacy reports and other materials;
    * Significant experience living and working in Romani communities
is desirable;
    * Advocacy or campaigning experience at local level is a plus;
    * Strong English language skills required; knowledge of Russian,
Italian, Romanian and/or Romani preferred;
    *Strong, clear oral communication skills; ability to represent
effectively ERRC positions in public;
    *Understanding and sensitivity in dealing with different people
and groups including survivors of human rights violations;
    * Strong team player; ability to work independently;
    * Attentive to deadlines, flexible and able to deal with high workload;
    * Willingness to travel for work, either alone or with colleagues;
    * Demonstrated commitment to the promotion of Roma rights;
    * Proven ability to work in a diverse team.

Remuneration: Based at the ERRC office in Budapest, the remuneration
level for this full time position shall be commensurate with
experience, ranging between 24,000 – 27,000 EUR gross per year
(payable in Hungarian forints). In accordance with the annual budget
approved by the board of directors, ERRC employees are provided fringe
benefits and access to a professional development fund.   Expected
start date: The successful applicant is expected to start no later
than the end of September 2010.

Black Sea Link Fellowships Program for the academic year of 2011-12

The Black Sea Link Fellowship Program, sponsored by the
VolkswagenStiftung (Hannover, Germany), targets talented young
researchers from Moldova, Ukraine, Georgia, Armenia and Azerbaijan, as
well as from other countries around the Black Sea. The grants allow
fellows to work on projects of their choice while in residence in
Bucharest, Romania, at the New Europe College (NEC). NEC welcomes a
wide variety of disciplines in the fields of the humanities and social
sciences.

Conditions: Applicants must be doctoral students, or hold a Ph.D.
title. Preference will be given to candidates below the age of 40.
Duration of the Fellowship: one term (5 months), from October 1, 2011
to February 29, 2012, or from March 1 to July 31, 2012; or a full
academic year (10 months) from October 1, 2011 to July 31, 2012.

Location: New Europe College-Institute for Advanced Study in Bucharest.
The Fellowship consists of: a monthly stipend of 650 € (tax free),
accommodation, international transportation to and from the home
country of the Fellows at the beginning and the end of the Fellowship.
Fellows are offered a one-month research trip abroad to an institution
of their choice (2 600 € for transportation, accommodation, and per
diem). In addition, fellows can order literature for up to 500 €, to
be used for their research during the Fellowship, and included, at its
end, in the library of their home institution.
Working languages: English, French, and German. A good command of
English is desirable.   The deadline for sending the completed
application is November 15, 2010.

The evaluation procedure includes several stages, among which an
interview with the international Academic Board of the NEC, scheduled
for April 8-10, 2011. Applicants selected for the interview will be
notified in the first half of March 2011.  The application form and
